Tier is why a row is on screen: 0 exact name, 1 name prefix, 2 alias prefix, 3 any word prefix. Verified first inside a tier, then uses. Blank when you are not searching.
A member's addition is usable by everyone the moment it is made — badged Added by a member and ranked below verified rows. Review is cleanup, never a gate a user waits behind. Languages are curated-only, so that list never grows from the member side.
Hide takes a row out of the type-ahead only — records already pointing at it keep resolving and keep showing its name. Merge repoints those records, moves the loser's name into the survivor's aliases and leaves a tombstone, so a stale id still resolves in one hop. Nothing is ever hard-deleted.

lookups.manage and each write an audit row.
